What is the role of Quality LinCS?
The role of Quality LinCS is to partner with industry and employer groups, schools, professional career advisers, community organisations, parents, young people, youth service providers and other government and community organisations to assist all young people within the Quality LinCS region, aged 13-19 years to gain the skills, experience and professional guidance to help them achieve a successful transition through school, and from school to further education, training and employment.
Who exactly is Quality LinCS?
Quality LinCS is an incorporated body with a Board of 14 representatives from Community, Education and Business within the inner southern region of Adelaide.
Currently it oversees the management of the following:
- Department of Education, Employment and Workplace Relations (DEEWR) - Local Community Partnership (LCP) 2006 - 2008.
- Fee for service, management and coordination of regional Vocational Education and Training (VET) programs.
It also works in collaboration with the Department of Education and Children's Services (DECS) Futures Connect Strategy 2006 -2008.
What funding and services, covers which schools?
- DECS Futures Connect funding and services cover DECS schools in the region provided by a Transition Broker.
- DEEWR LCP funding and services cover all schools in the region provided by an Executive Officer, a Project Officer and a Finance/Administration Officer.

What are the services that Quality LinCS LCP has been contracted to provide?
The DEEWR funding for ALL schools in the region covers:
- Structured Workplace Learning (SWL) programs.
- Career and Transition Support (CTS) program.
- Adopt a School program (ASP).
What are the roles of the Quality LinCS LCP Staff & DECS Futures Connect Transition Broker?
There are three people employed by the Quality LinCS Board - their roles include:
1. Career and Transition Support (C&TS) Manager / Executive Officer -
To manage the finances, human resources, planning, operations and day to day issues on behalf of the Executive of the Quality LinCS Board:
To achieve the objectives of the CTS program, which are:
- to complement the range of strategies, programs and activities already being implemented by DECS and other providers;
- to facilitate access for young people to a range of career and transition support services which link with and complement existing programs and services at the local LCP level.
This could involve but is not limited to:
- Facilitate the provision of assistance to young people to develop Individual Transition Plans and understand study and work options.
- Facilitate access to professional career advice.
- Promote VET pathways and opportunities.
- Enhance the monitoring and mentoring arrangements of all young people, particularly year 9 and 10 students.
- Facilitate the engagement of parents, teachers and career advisers in education about post-school options.
- Facilitate the provision of advice on youth services and programs.
2. Project Officer -
- Increase access to SWL.
- Increase student participation in SWL.
- Promote SWL.
- Enhance young people's employability skills.
- Enhance the quality of SWL.
- Facilitate engagement between industry and schools.
- Assist industry to meet future skills needs through the ASP.
- Increase student and industry participation in the ASP.
- Promote the ASP to students, schools and employers.
3. Administration / Finance Officer -
- Responsible for the daily allocation of tasks to support staff in the Quality LinCS office.
- To work in partnership with the Career and Transition Support Manager / Executive Officer to ensure the daily financial and administrative management practices and procedures are developed, implemented and maintained in accordance with appropriate contracts and associated policies.
- To develop and maintain asset management strategies, payroll duties and financial reports to the Quality LinCS Board and outside Auditors.
The Transition Broker (TB) for the DECS District, Inner South Metro -
The TB is co-located with the Quality LinCS LCP staff at Urrbrae Skills Centre. Their role includes:
- Provide leadership, advice and support in the development, implementation and evaluation of youth engagement and retention programs, and career and transition services.
- Collaborate with local, state and commonwealth service providers to coordinate and maximise access by schools and students to engagement retention and transition programs.
- Support the implementation, review and enhancement of individual learning plans for secondary school students.
- Build interdependent processes and programs across the cluster of schools, liaising with schools and other agencies to implement sustainable models for delivery of engaging curricula.
Can schools which are not in the Quality LinCS boundary access the services Quality LinCS provides?
Yes. Schools are obviously free to access (or not access) services from wherever they choose. Non member schools will be charged for the service on a cost recovery basis.
